Every other PDF tool on this site works without a server; adding real AES encryption requires a heavier engine that we're evaluating. In the meantime you can unlock a protected PDF or use your operating system's built-in "Export as protected PDF" (macOS Preview, Adobe Reader) to add a password locally.
